Existence of guidelines and models for service provision is as much important as the capacity of the service providers. According to CEDAW and other international documents, states are the main responsible bodies for protection and prevention of people against violence. This responsibility covers not only legal protection, but also service protection. Certain protective services have been provided by women’s NGOs, although they mostly have been short-lived and often not of the desired quality due to the short term and sporadic funding of international donors. There is a clear need to establish such services for women by or in partnership with municipalities. Before that, however, as the experience in this area is neither deep nor documented, it is essential to elaborate and pilot guidelines and models, as well as necessary training programmes.
Examples of service models include hotlines, police services, center for GBV victims, community/family/multi-purpose centers, counselling centers, shelters for GBV victims, legal advice services at local level.
