The existence of policies and a National Plan of Action on GBV is a precondition for a successful fight against this problem i.e. to coordinate activities to be undertaken within a certain period of time, to make required legal changes and to establish necessary infrastructure. Through an action plan, the state acknowledges the existence of GBV as well as its willingness to fight it. Given the lack of experience and capacity of relevant institutions, it is of vital importance that necessary external support is given during the process, particularly in Armenia and Azerbaijan.
